Introduction of TELI2
TELI2: Bringing Local Action Groups/ Local Development Companies together to share international experience in the delivery of the LEADER programme.
Transnational Education in LEADER implementation (TELI2), funded by the ERASMUS+ Programme of the European Union, is a multi-actor transnational project which seeks to develop and / or further enhance the knowledge, skills and competences of staff within Local Action Groups (LAGs) / Local Development Companies (LDCs) with respect to supporting neo-endogenous rural development initiatives through the implementation of the LEADER project within their respective administrative areas. The 30-month project commenced in September 2016 and it is being co-ordinated by Limerick Institute of Technology.
Learning through an accredited course curriculum in LEADER Implementation was divided into 3 Modules where each was implemented through classroom and field studies of best practice in EU countries – Ireland, Portugal and Poland. Firstly, Module 1 Communication and Facilitation Strategies for LEADER was guided by Seamus Hoyne from Limerick Institute of Technology, also a lead partner of TELI2 project. Secondly, Irma Potočnik Slavič (University of Ljubljana) delivered Module 2 “LEADER and Neo-endogenous Development”. Finally, Shane O’ Sullivan from Limerick Institute of Technology mentored Module 3 LEADER Programme Management. In practice it was a mixture of lectures, tutorials, on-line content and project visits.

KNOWLEDGE FOR FUTURE
TELI2 was our call to get new experiences in the field of rural development and to get to know best practices across different EU countries, to find new ways to improve the development work within the LAGs communities and face the challenges in the field.
But we got much more- TELI 2 is an overall approach following LEADER’s 7 core principles emphasising the importance of working with the community and generating ideas and projects from the community, establishing trust among stakeholders and working towards common purpose.
This was highlighted and experienced through our academic studies and especially workshops that we experienced together in Ireland, Portugal and Poland and the good practices that we were able to observe.
And most importantly, we benefitted from all the opportunities created through sharing experiences and knowledge gleaned from our varied background sectors and development fields. This empowered and filled us with new energy to work within our communities. Furthermore, it is a good feeling to be part of an international community that is making strenuous efforts to improve living conditions in European rural areas.
Field Trips – Good Practice in Rural Areas
During the workshops in Ireland, Portugal and Poland, it was possible to visit and learn from good practices in a variety of project areas such as Social Enterprise Centres, Entrepreneurship Incubators, Historical-Cultural Heritage projects, Natural Heritage preservation, Female Entrepreneurship, Agricultural, Tourism.
Students realised that in all the countries the principles of LEADER approach are present. In each territory careful planning and implementation of the projects and local development strategies covers the involvement of social capital and the most important element, innovation.
The sustainability of these projects is always present, a key element of LEADER.
TELI2 Workshop Experiences
The third and last workshop was held in Poland on 16th-20th of Aril, 2018. The hosts were LAGs Gościniec 4 Żywiołów and Dolina Raby from the Malopolska region. The lectures and group discussion concentrated on LAGs characteristics, management of projects, team building and endogenous development and how to support it. Students presented on projects they are currently delivering as a means of improving communication skills. The workshop was held in the Kitchen Incubator during the first two days. There was a National Cooking Day on the conclusion of the second day so students could present their cooking skills. The study visits included – stands at the farmer market in Kalwaria Zebrzydowska and the information centre in Stryszów – projects supported from LEADER Programme. Other projects supported through LAGs were small businesses – a café and ceramic manufactory in Lanckorona, the multimedia centre at a castle in Nowy Wiśnicz and the apiary in Żegocina. Students also visited a kitchen in Niegowić where local food products were made by local housewives association and the Museum of Cookbooks in Chrostowa which is operated by LAG Dolina Raby.
The first two days, the workshop took place in the Kitchen Incubator in Zakrzów at the premises of LGD Gościniec 4 Żywiołów. A kitchen incubator is a facility with equipment designed for small processors of agricultural products, caterers or farmers, who can prepare and process their products in a well-equipped and prepared for this purpose, in accordance with the health and safety rules. The LAG focuses on the support small processing food companies in its area. On the second day after the lectures we had an international cooking day. The participants of the workshop sent recipes for dishes from their countries and regions and with “a little of help” from Iwona from the Social Cooperative “Tastes of Gościniec”, cooked dishes in the Kitchen Incubator. Then all seated at the table, everyone presented their dishes and tasted them. Not only food, but also drinks. “It was delicious and inspiring” – Renata said.
